How to Buy a Gun in Maryland Through an FFL: Step-by-Step Guide (2026)
Found a firearm online or out of state? In Maryland, it ships to a licensed dealer (an FFL), and you complete the transfer in person. Here's how the process works, from American Redneck Munitions, a licensed FFL dealer in Owings, Maryland (Calvert County).
Step 1: Know What You're Buying
Maryland treats handguns and other "regulated firearms" differently from most rifles and shotguns. Regulated firearms require extra state steps, so check which category your purchase falls into before you order.
Step 2: Get Your HQL for Handguns
You must hold a valid Handgun Qualification License (HQL) from the Maryland State Police before you apply to buy a handgun, and again when it's transferred. The HQL requires a firearms safety course and fingerprinting, so apply early.
Step 3: Buy It and Ship It to Us
Purchase from the retailer and choose American Redneck Munitions as your receiving FFL. Contact us before you order so we can send our license to the seller.
Step 4: Complete the Paperwork
Every transfer: ATF Form 4473 and a federal NICS background check.
Regulated firearms: start the MSP 77R application online through the Maryland State Police Licensing Portal, then bring your application number and PIN to us. We verify your identity and submit it. The state application fee is $10.
Step 5: The 7-Day Wait
For regulated firearms, Maryland's 7-day waiting period starts when the State Police receive your 77R. You'll have a decision by the morning of the 8th day, and then you can pick up your firearm.
